Two NPCs in Sonic Adventure 2: Battle: Big and the President
Sonic Adventure 2: Battle is unique in that it allows the player to play as both the heroes and the main villains. This cuts out a large segment of characters who would otherwise be NPCs in most games. Despite this, SA2B does still have some characters who cannot be played.
